***COUNTY EXECUTIVE COMMITTEE MEETING JANUARY 22***
There will be a meeting of the Guilford County Democratic Party’s full County Executive Committee
(CEC) at 6:30 p.m. Thursday, January 22 via Zoom. The agenda includes:
1. Election of a new GCDP Secretary
2. Election of a new GCDP Rural Vice Chair
3. Election of a new GCDP Greensboro Vice Chair
4. Election of new SEC member
3. Approval of an alternative plan of organization for some rural precincts

Connie Baxter Tyre
I am a dedicated community advocate committed to strengthening our local party through effective
precinct organization. I bring experience in grassroots organizing, voter outreach, and supporting
Democratic candidates at every level. As Vice Chair, my priority will be rebuilding and expanding active
precinct teams for 2026, increasing participation, and supporting volunteers with the tools they need to
succeed. Strong precincts are the foundation of winning elections, and I am committed to building an
organized, inclusive party that reflects the diversity of our county and delivers results.
Rural Vice Chair
Cindy Williams
Cindy Williams is a native of South Florida, moving permanently to Greensboro in 2015. She has been
married to Dwayne for 38 years and they have two grown daughters and their families, including 4
grandchildren, who also now reside in Greensboro.
While she began her career in public accounting, in 1995 she founded and now serves as CEO of an
environmental management firm that established a local office in downtown Greensboro. She’s been
involved with Indivisible of Guilford County, in various capacities, since 2018 and enjoys the people and
the work this fantastic organization engages in.

Ray Riffe
Ray Riffe has called Guilford County home for over 35 years and has been an active Democrat in
Guilford County for over 30 years. He organized his precinct back in 2004. In 2008, Ray was a delegate
for Barack Obama to the national convention. Ray served in the Marine Corps and is a graduate from
Guilford College. Now retired, Ray continues to serve his community in various roles to include
commissioner for the City of Greensboro Civil Service Board. Ray is a father of two, grandfather of four,
and is an active member of Christ United Methodist Church in Greensboro.
